National and International Notice of pre qualification
“Towing Branch”
The Algerian ports companies subsidiaries of « SOGEPORTS »’s portfolio acting as a “Common Interest Group” (GIC) launch the present NOTICE of pre qualification in order to select their suppliers in the following industrial activities :
- Shipyard;
- Ship repair;
A short list of appointed suppliers will conclude the pre qualification process to allow them to bid for a tender for the following services (A and B):
- A : delivery of news tugs boats;
- B : scheduled maintenance of present tugs boats in Algerian ports (existing fleet – 48-)
- Partnership scheme (for A and B)
Each supplier is allowed to tender for A or B items according to his related qualifications all together with a Partnership scheme throw an explicit deposit of a Letter of Intent.
The delivery period for all services is: January 1st, 2008 to December 31 , 2010
Only the appointed suppliers will be allowed to bid for the tenders (items A or B -see the joint file-)
The starting date to withdraw the file indicated in this NOTICE is the date of its issue in the Algerian newspaper. The file could be taken either in:
- GIC / Entreprises Portuaires (see below)
- SOGEPORTS Site SIDER, 07 Rue Belkacem AMANI – PARADOU- Hydra / ALGER – Algerie;

Each tender’s bid has to comply with the file’s criteria and be completed with the due documents and data and mailed as follow:
Fold 1: “Administrative and financial references”
Fold 2: “Technical and technological references”
Fold 3: “Letter of Intent for partnership” (Project of SHIP REPAIR at Oran’s Port)
Each offer (3 Folds) should be mailed or delivered under a double envelope (no indication about the sender) to the following address:

Mail by express sending (as EMS, Chrono post, DHL, FedEx, UPS or similar) should not involve the tender’s identification on the outer envelope.
The deadline to bid is November 25, 2007 at 4 PM Saturday, 15th of december 2007 at 4 pm (local time)
Folds will be open at the Head Office of Entreprise Portuaire d’Alger at the address indicated above on 17th of december 2007 at 4 pm (local time) in the presence of Law bailiff. The tenders are invited to attend the meeting.
All the tenderers are committed themselves through their offers for 45 days starting from the date of Fold opening.
The offers are subject to rejection by the GIC/Enterprises Portuaires in the following cases:
- Offer not conform with the pre qualification file conditions,
- Incomplete Offer;
- Offer received out of the deadline.
