In accordance with the provisions of article 892 of the maritime law: “the activities of handling and acconage can be carried on by any individual of Algerian nationality or any legal entity of Algerian right”.
Within the meaning of article 912 of the maritime law, harbour handling includes/understands the operations of loading, stowing, shifting and unloading of the goods and the operations of setting and resumption of the goods on quay levels or in the stores (terminal container and ports dryness included).
The operations of harbour handling are carried out under the terms of a contract and give place to remuneration.
In accordance with the provisions of article 892 of the maritime law, the activities of towing can be carried on by touts individual of Algerian nationality or any legal entity of Algerian right on all the types of ships and in all the national ports of trade.

According to the provisions of article 920 of the maritime law, the acconage includes/understands the operations tending to ensure the reception, the pointing and the recognition with ground of the goods embarked or unloaded like their guarding, with their loading or their delivery with the recipient.
